Ukraine is changing its strategy in the ongoing war with Russia. President Volodymyr Zelenskyy announced that Ukrainian forces will begin striking oil refineries inside Russia.

This decision comes as a direct response to what Zelenskyy calls Moscow's "new doctrine" of winter airstrikes.
