EU Drops Sanctions on Two Russian Billionaires
The European Union removed two wealthy Russian businessmen from its sanctions list, sparking anger from Ukraine.

The European Union has decided to take two very wealthy Russian men, often called oligarchs, off its sanctions list. Sanctions are basically punishments that stop people from moving their money or traveling freely.
France was a major reason for this move. The French government pushed for the removal of at least one of these men. This decision comes as the EU's deadline to renew its list of punished people was running out.
The decision has caused a lot of trouble. Ukraine, which is currently at war with Russia, is very unhappy about it. They believe these men should stay on the list because of their connection to the Russian leadership.
Other wealthy Russians are now watching this closely. They want to see if they can use similar methods to get their own sanctions lifted.
At the same time, there is rising worry in the U.S. and Europe about Russia’s behavior. Leaders are concerned that Russia is testing NATO—a group of countries that promised to protect each other—by using sneaky tactics and sabotage. These are acts meant to cause damage or confusion without starting an official war.
